Thanks a lot for your enquiry. Let me answer your questions in order:
1. Yes, you can buy residential property in Hungary without being a legal resident here. Of course completing the purchase process in 90 days may be optimistic but it depends on your needs and the circumstances under which you could make the purchase.
2. You would need to take out private health care coverage to get a residence permit in Hungary. The exception would be if you were to be employed by a Hungarian company and would make social security contributions as part of your salary. It sounds from your email though that this is not the case.
3. You need to show around 8,000 EUR/year to satisfy the immigration authorities that you could support yourself if you apply for an "other" type Residence Permit. If you show 8,000 EUR you'd likely only get a 1-year permit. If you have more money in your bank account the period may be extended.
4. I think my answer to question 3 applies here as well.
The critical thing to remember is that the application for residence should be made in your home country or in the country you currently legally reside in, at the Hungarian Embassy. If you arrive in Hungary as a tourist or on business and then decide to stay, you may be asked to return and make an application from home.

I am an Australian citizen and would like to relocate and live in Hungary for probably up to 5 years. I will greatly appreciate if you provide answers to the following questions I have to ensure I do the right move.
1- Can I buy property before my Resident Visa with 90 days no visa period.
2- Health cover: do I have to buy a private HC cover or covered for some fee by the Hungarian Health system?
3- Yearly income: to stay valid for Resident permit?
4- How much fund in Euro to show Hungary to qualify Hungary's Resident Permit?
